Make people register the huts for a cheap price of $10 which gives them a license number on the side of the hut.
If the hut is left on the ice, you know who owns it and you can get a hold of the owner.
If huts don't have the proper license number posted on the outside, the owners are fined and given a certain amount of time to register the hut before it's removed and destroyed.

They are, it's just that this winter we had close to record amounts of snow and a lot of these haven't been used for a couple of months cause no one could get out to them.
Still no excuse to just leave them out there, who doesn't know someone with a 4x4.
I guess they'll just have to ban anyone from leaving a hut out on the ice at all. People will just have to buy one of those portable sheds or brave the cold. A few ruining it for the many yet again.
