I was going to say this smacks of politics, but then as we all know, Canadian Naval Officers have never meddled in anything political.
What century are MarCom and NDHQ living in? The cold war is over and the importance of the Atlantic went with it. The Pacific is now the Ocean of concern and if anything they should be moving more control of the Pacific Fleet out here and not the reverse.

So, given the location it'd be an ideal place for a new Naval Headquarters plus the Weirdroom could still hold their regatta's and sailpasts when they changed command. It'd just be on a smaller scale.
The only problem I can see is how do we move Momma Cammiles and Joe Comeau's to Central Avenue without a cost overrun?
I'd like to find the goof that thought this one up. Likely some Admiral who owns a nice home and property out in the Valley who's decided he doesn't want to sell and move.

Unfortunately Momma Camilles closed and Joe Comeaus (The North End Pub) burned dowd a few years ago. I think both are now condos.

Except that right now Canada is fighting a war in the Mediterranean Sea, and not fighting anyone in the Pacific.
