Bilingualism removes people that can be more qualified to do the job, therefore you know she is the best person for the position. This only proves she's the best person who speaks two languages. It's been that way for decades.

Thats true...I have been turned down for government jobs. I am bilingual but in Spanish and English...my French is so so.

Those aiming for these types of positions have plenty of time to learn the language so they're not really disqualifying anyone. Anybody that disqualifies themself because they don't want to learn French has other problems. You do what you have to do to get ahead. Anybody from Quebec that doesn't know English has to learn it in the forces, no matter what position they're aiming for.
