Would some of the disparity be caused by low population numbers?

Yes, and the lack of infrastructure. Fresh food, construction material, medical supplies etc. can only be brought into some northern communities in winter because there are no bridges across a land heavily populated by muskeg, lakes, and rivers. So you have to wait till they are frozen to bring in heavy trucks.

Shipping food by air means 4l (1 gallon) of fresh milk can cost $20, or $15 for a head of lettuce. And not every community can have an airport.

Perhaps not every community needs to be maintained where it is. Radical idea, I know, but people who complain about the high cost of living in remote places are always free to move to a less remote location.

A few more years of the oil collapse and Alberta will be a lot more Belarus and a lot less Switzerland. Thanks Saudis, and everyone else as well who buys Saudi oil! :|

I totally agree. They can have their traditional way of life if they want, or they can have modern conveniences and services. But both is not always possible.

Modern conveniences means modern infrastructure and that means modern economics; jobs, industry, commerce. Many places don't have those to keep it sustainable and affordable.
