Knowing the BC Ferry corporation, it was probably a box of fresh, still edible food destined for the "first class" dining facility aboard.

It was probably just the plain brown paper bag with David Hahn's latest retirement bonus in it, accidently left onboard by the Prenmier's staff. :D
