After November 1, 2016 when the next President is elected. Obama becomes a 'lame duck' as soon as the transistion to the next Administration begins.

Traditionally, Presidents do not make any major policy actions during this period in order to facilitate a smooth transition of power. In the past there have been Presidents who have made lame duck Executive Orders or etc. only to see them immediately reversed by the new President. Thus lame duck actions are viewed poorly and as pointless.

However, a President in his lame duck period is also typified by issuing numerous pardons.

I don't think this is a particularly partisan issue. What you have here is a government security entity that has been slowly growing; it didn't just happen.

FAct is that there is a trend for governments of all stripes recently to want to know more and more about what you are doing, and revelaing less and less of what they are doing. And it has got to stop.
